Controversial Christmas tree goes down in Rome

In Italy, even the smallest things can get controversial. The fake Christmas tree got my attention this week as I passed by Piazza Venezia but didn’t think much about it.  The mayor says it’s too ugly and is replacing it with a real one.  My question is whose decision was it to put the fake one up in the first place?
